Friend didn't come to my daughter's birthday party

JUST ASK HER. If you cannot do this, you are not really good friends. Why don't you just bring it up with her? I really don't understand people who stew about something like this for a MONTH instead of simply having a conversation with their friend.

3 yr old birthday parties are boring for adults.

I have been to many because my child was the guest. None were fun or enjoyable for me.

You didn't invite your friend to a social event for goodness sakes. Get over it.

+1. If this is the only time you've seen your friend in a month, you need to find some adult only activities (like meeting for an early morning coffee or something on the weekend). Maybe she felt like she wasn't going to get to spend much time with you anyway at your daughter's party, and felt like it just wasn't worth the effort.
