Hardly likely as the OP stated that she parks inside her garage. She said that they have an extra parking space at the end and that each homeowner has a space(s) at the end of the driveway and that the other homeowner parks there as well as their guests. So basically the other homeowner takes up all available parking there leaving none for the OP or her guests.

This sounds like a troll just trying to stir up some trouble.

This is passive-aggressive, but it sounds like the neighbors deserve this. I would do this.

I'm the PP who posted this. Of course it is PA, but the point is that OP has tried to solve the issue, has contacted them, asked them about either helping or contributing to hiring someone and has been told the only shovel half of the driveway. And they've driven over her driveway as she is shoveling and just wave as they take advantage of her hard work. At this point, they really don't deserve much courtesy and maybe a little PA stance will get them to relent and do what they are bound by their HOA covenent to do.
