Permission to work side jobs during gov't shutdown

It's an Ethics issues. Professionals tend to find work within their field, thus, if you were doing research for the agency, you now found temporary work while on furlough, in a company that does business/collaboration with your agency, then there is a conflict of interest. If you were doing research and now just working at the mall's as a cashier temporarily, than that is no problem.

If you are a nurse, now furlough, and you found nursing work, it maybe ok. You would have to find out who the employer is. That employer/supervisor cannot have any affiliation with your fed agency/position.

Most nurses go to hospitals for shift work and rarely are the hospitals affiliated with government agencies directly. The exception would be in a research department that may have an ongoing collaborative research study with the nurse's government agency department. Otherwise, it's not a problem. NIH nurses pick up extra work all the time in hospitals for extra money.
