I have not dealt with this issue. However, you do have options. What I would probably do is to give him a choice: go clean on your own, or go into rehab. Follow that up with urine tests. If he is recreational user, he should be able to quit, otherwise, get him the help. I think at 16, you can force him into rehab.
Find a good counselor also.
Pot may seem like a minor deal, but if he gets busted for dealing, it will become very difficult to get certain types of jobs -- those that require a clearence.
FYI, dealing drugs is a felony, not a minor offense. He is selling drugs to his classmates (and, possibly, even younger children) and if the school finds out (and it will), then the police will be called, he will be expelled from school and be charged, tried, convicted, and probably get probation. At this point, however, his life is already ruined. Depending on the amount of drugs he has, he could be charged as an adult so I would rather scare the living daylights out of him to get him back on the straight and narrow.
