What does it mean when a person says, "I'm mad as hell and I want my country back?"

OK, so apparently the country does not also belong to them (b/c YOU want YOUR country back). Who else is in this class of people who do not have equal ownership rights in the country? Everyone to left of some particular line, or everyone left of you...?
