Ethiopia poster here. As for power it does go out at times but most expats have generators. You only need the generator to power the lights as you do not need AC as it does not get hot enough to need it. They have internet that works fine. Plenty of cell phone coverage everywhere. As for roads the ones in the city are good. Almost all are paved. We traveled to different parts of the countries and the roads are hit and miss. Not something that I found to be a deterrent.
Water is going to be an issue any where you travel. There is enough of it but you can not drink it. We had a distiller in the house that cleaned the water. Most people put a little Clorox in the bath water and use bottled water to brush their teeth with. This was not my first time living in the developing word so we just used tap water to brush with. This is not a problem isolated to Ethiopia. Everywhere we traveled on the continent had the same water issues. There are a few grocery stores that carry western goods and you can seem to fine what you need. The produce is really quite good. Very fresh and cheap! |

OP, 3 major deciding factors for me would be:
1. quality of health care (in case something happens to your kids). If great health care insn't available in country, how far do you need to go to get it? I believe Kenya and South Africa offer some of the best private health care, but crime is an issue. 2. Malaria - do you plan on putting your kids on long-term prohylaxis. You're in health, I'm sure you know the risks. 3. Number of flights you need to take to get to US (if you plan on going back & forth for work, on your leave etc. It can be gruesome when you need to make 4 connecting flights to get home. That said I liked Malawi (but can't speak to their health system)- wonderful people, beautiful country, low crime. But heard it can get a bit boring if you're used to hussle adn bustle of city life in US. |

Friends has said Ghana or Botswana. Ghana for safety, education, access to US and Europe. Botswana for stability, safety.
Nairobi has gotten dangerous - less so than in the countryside. SA also has too much crime. Tanzania - Dar - is also ok, but more infrastructure challenges than Accra and Gaborone. |
