Democrat senators are the ones keeping it shut down. The republican House and republicans in the senate have all voted to end it. The democrats are the holdouts here.

Republicans own all branches of government. It is their duty to work - not close the House week after week- to negotiate and get a deal. Instead they are doing literally nothing and trumps agencies are violating the Hatch Act with the political messages about the closure. I guess California didn’t have couple billion in reserve for when Trump decided to illegally withhold benefits as a bargaining chip. They could just impound all federal taxes for every tech employer doing business in the state. That should take care of it.
