OP - it's not solely the US that tells Iran they can't. Iran signed two key agreements that everyone should be aware of:

However, Iran has been accused of illicitly developing its nuclear program in violation of the NPT's terms for years. The International Atomic Energy Agency (IAEA), which monitors compliance with the NPT, has reported that Iran has not been fully transparent about its past and current nuclear activities. Joint Comprehensive Plan of Action (JCPOA) Commonly known as the Iran nuclear deal, was an agreement reached in 2015 between Iran and several world powers to limit Iran's nuclear program in exchange for the lifting of international sanctions.
