It’s affordable for OOS less than Penn, Pitt

Penn would be extremely expensive OOS and in-state since it is a private school.

Your school seems to have super inflated GPAs. Delaware (UDELL?) is a virtual lock at with a 3.5 WGPA from my kid's FCPS school. VT is probably a safety for some majors OOS.

VT really cares about their short answer essays.

That's what they say, so I would take the essays seriously. I will say after going through the process for the first time, VT was my least favorite public for the very reason of the essays. My favorite part about public schools is the general straightforward numbers based approach to admitting students and the speed that some will review applications.

The top publics in VA all take essays into account - and all are holistic admissions.

Only with a certain GPA from CC and again - all the VA schools offer this pathway.
