He's not wearing eyeliner. He's just one of those guys (why is it always men??) who have those thick lashes. I had a friend like that, and of course there's Nestor Carbonell, who got so, so many accusations of wearing eyeliner back when LOST was big. He was not. It's natural. Same with JD Vance. (And I hate JD, so this is not defending him, but let's pick on something he's actually doing wrong.)

For me it's the difference between the Marines headshot (no eyeliner) and more recent photos that does it. You don't grow thicker lashes as you age.

Unless you’re using a lash growing product or minoxidil. But it looks like eye liner to me. Agree the marine headshot is the tell.
