Please be careful. "Andrea Ye" isn't a notably unique name.

Correct and even if it is the same person, nothing in that letter is surprising or upsetting. Writing a letter to the school board or to local elected officials is a relatively common social studies project in middle school. I think we can assume that's the case here.
