Because it is your responsibility and comes with the ownership. Hire someone if you are sick or be nice enough that neighbors actually volunteer. I live further north and we have some neighbors who don't shovel and almost without a fail majority of them are lazy and/or oblivious, or have some other mental problems. Just like the above poster who probably did not shovel after the recent storm either. My two 90 year old neighbors have the cleanest sidewalks, most likely a reason why they are still so active in their age.
