Could you make a donation in her name to an animal group she works with or supports?

I know - it's not ideal. Ideal is some small, thoughtful thing that will delight her with your insight and caring. (Her present to you, for example!) But barring that, a donation might be nice.

I’d get two items from Diptyque that are unusual / hard to find. Gingembre room spray is incredible. Then add a shower oil or face scrub

OK, OP. Nice try. Seems to me this entire thread (and all of PP's time) has been wasted. You have a friend who you said likes specific things and you've been given many good suggestions within that framework, with none of them hitting home. But now ... all of a sudden, there is a "random" suggestion for a somewhat obscure Italian fragrance company's expensive wax tablets - and voila! You have the gift!

I usually get the big gift sets at bath and body works and give those for birthdays. The recipients always love them and are excited.

Well, I like them and I'd love to get this as a gift - they'd come in those big baskets, but Bath and Body Works hasn't sold those big gift sets since the early 2000s....so I think PP hasn't been there in ages, lol!
