Who is this MCPS, exactly? There are 1000s of students with phones. I don't think this is the problem. MCPD is fully aware of these issues. They just aren't doing anything about it. |

MCPS is the staff inside the schools. If principals are not reporting these issues, then MCPD won't know to be involved. DUH. |
