Doubtful. There are two port-a-potties that have been installed for the tent city at McPherson square. So he was saving his pee because he WANTED to, not because he had no other place to pee.
This is why the people who say "oh, it's affordable housing" are missing the point. Describing the tent city people as homeless (or unhoused) is like saying that Donald Trump is a New Yorker. True statement, but not the major driver of what's going on.
I used to work in homeless services, and most of the homeless are largely regular people that just have economic problems, or have some executive function or anxiety/depression/physical issues that compound their economic problems. A significant percentage of the people leaving in these tent cities have SIGNIFICANT other problems that are not solved by affordable housing. (But, yes, we do need affordable housing for all those other people.)
