Some research says the optimal size high school is 600-900 students.

Below is an essay that addresses that finding. It makes some interesting points about the pros and cons of large size.

At the end, the author lists 4 things over-sized schools should do to be successful. J-R does 1 of these 4 things (academies).

DCPS just restates capacity as enrollment grows.
