+1. No one cares what people in those big tour groups are wearing.

You must not have toured any religious places or churches. Let me tell you, they care A LOT!!! They want pants or skirts down to almost your knees and no bare shoulders. If you somehow get in and you're inappropriately dressed, they will escort you out if you can't modify your attire in some way to meet their requirements. We saw it happen in France, Germany, Italy, and Spain.

The first rule of being a good tourist is to respect the rules of the hosts, whether that be the host country or the host facility or a private home.

No, you don't need a scarf for your head unless you are meeting the pope.

They care that your are covered up, and leggings meet that requirement.

+1. This has been my experience too.

+1 Don't take your tightest pair. Take a substantial pair of leggings and a longer, looser tunic that comes to near the knee and you should be good to go. Along with a scarf for you head if it's really conservative there.

Jeans and leggings will be really hot in July.

Don't wash in the sink. If the hotel doesn't have laundry service, they have dry cleaners in Europe.

Lots of museums and historic sites. Dinners out, but nothing super fancy. Lots of moving from hotel to hotel. No Airbnbs on this trip. Not a lot of down time. I understand this type of travel is not for everyone, but I’m excited about it.

Leggings won't be accepted in a lot of historic churches or religious places so you'll need long (knee-length) shorts or skirts for those. Only a back-pack? Really? Another option is to have clothes that you box and ship from hotel to hotel.

I don’t believe this.

I had a similar packing dilemma for our spring break trip and found these on Amazon. They are looser than leggings but are the most comfortable pants I have ever owned. I wore them with a button down linen top and they looked much less like athleisure.

Because it’s not true. Leggings and a crop top will not be accepted. But leggings and a long shirt will be fine. Skin tight jeans and a tshirt are allowed.
