Is there an English-only option at Mt. Vernon elementary in ACPS this school year?

Can you clarify what you mean by "English-only"?

Is the school normally taught in spanish?

In past years, 7 of the 8 kindergarten classes have been Spanish immersion (half-day English/half-day Spanish); only one has been taught all day in English. I had heard a rumor that the school was going all Spanish immersion. I can call the school, but was curious if anyone here knew off hand. (It wouldn't be relevant for us for another year.)

They went full dual language and traditional schedule this year. Contact the school for more info.

Is this an immersion program or is this because the majority of students are non-English speakers?

It is true that Mt. Vernon switched to traditional schedule this year, but NOT full dual language, at least not yet. Incoming K students still have a choice of dual language or English-only. You will receive confirmation of this if you contact the school or check the PTA web site.

This said, the lower grades skew heavily toward Spanish immersion, due in part to the relatively larger number of Spanish-speaking ESL students, but also because even among non-Spanish speaking families, the majority opt for the dual-language program. So the number of English-only classrooms is driven by demand. I believe the current incoming K level will have 7 dual language classes and 1 English-only. (That's what the PTA reported in June, unless it's changed since then.) There has been discussion of switching to an all-dual language school, and it may happen in the future, but for the upcoming academic year this is NOT the case.
