Where should I get a makeover and eyebrow shaping? (DC area)

Hi - I would be really grateful for your input - and I'm sorry if someone's asked this before, but I don't know how to apply makeup nicely and my eyebrows are like Michael Dukakis from 1980's. Where can I go? I want to look nice even though I'm home all day.
