DC charters - which ones are open? hybrid model? plans of reopening?

Parents should not accept anything but full time IPL for fall... schools have had over a year to adapt. Other industries have adapted. Education needs to do the same.

Full IPL for the fall requires DOH and OSSE to make significant changes.

Otherwise what are individual charters supposed to do?

They can use space more effectively for one. Private schools in the area have used gymnasiums, libraries, and art/music rooms to make additional classrooms to house more kids. Some charters have small classrooms, but all can be more creative about how they utilize their space. It’s pathetic that many do not even have all students back for hybrid after a full year of this.

I don't disagree that alternative spaces can be used. But they also don't have unlimited budgets to hire new staff to teach all these additional "classrooms."
