| I work at FDA as a GS-12, and I love my job. I just found out that I got on a cert for a position at NIH as a GS-13 that I applied for many months ago. I would love to stay in my current office if they could easily hire me off the FDA cert. I know that this can be done somewhat easily within one agency (e.g., FDA hires off another FDA cert) but wasn't sure about doing it across agency lines, even within the same Department. TIA! |
| I don't understand-- is there a GS13 position at FDA you are interested in? Are you thinking they could upgrade your current position to a 13, as an accretion? |

OP here. To answer the questions: My office has a GS-13 position, but it is not posted. I have been talking to my boss about my desire for it, but they'd have to post it and I'd have to apply competitively. I think if I can be hired off a cert they can just select me without competing it.
For the second question, getting on the cert means that you made the short list of people eligible to be considered for a job. That's the list given to the hiring manager -- they can hire anyone on that list. So if 500 people apply for a job, maybe 20 make the cert. |
I don't think this is possible. Can you imagine what a mess it would be if any office could just hire from any other cert? Just have your office post their 13 and try for that. |

| I am also at FDA and you are right that they can hire you off of another FDA cert (at least within your Center) but I don't think that FDA can hire you off of another's agency's cert (even though that agency is also part of HHS). |
