It sounds like someone started a renovation then decided to sell prior to finishing. At least that's my guess since they talk about having the permits.

PP here, that makes sense--I've walked by before, and it has always looked like it was under renovation. Price still seems crazy high, though.

PP you're responding to here. I agree, that price seems high. It overlooks RCP, but the buyer would be forced into spending $$$ to immediately renovate prior to moving in.
