Because since the Senate hearing isn't even happening until Tuesday, it's very unlikely it would then speed to full passage by next Friday. And even if they received assurances that it was going to pass the Senate after that, you still can't really make a "final announcement" until it's official. |

They need to add three days before they can ask for a waiver. That's why the first one was denied. |
