Journee could also have been in the apt of a renter. It's not been released who she was with or why they were there. SG has a lot of vouchers but not all. 100% that she was in the apt with someone violent, regardless of how rent paid.

If she was from DC would it be ok for her to be dead?

A black coworker named bill thought Frumin was a giant weirdo and didn't want to spend time with him and in response Frumin has worked overtime to import crime and chaos into his ward.

I did not vote for him.

I did not see his slogan of "Ward 3 for all!" as a sign that he would "fight for Ward 3" to remain as it was.
