Unemployment in DC - filing for furloughed feds

Hi, I'm trying to convince my husband to file, but he is depressed and not able to handle financial maters right now.

I am trying to gather all the info I can to walk him through the process and hopefully have no problems.

Does this all sound correct?

He works in DC therefore he needs to file ONLINE here:

He really needs both an SF8 form AND an SF50 form and will need to fax them? Is this correct? If he doesn't have these where can he get them? He usually keeps very good employment files so I think he should be able to find them.

Special Instructions for furloughed District and Federal Government workers:
Important: Furloughed government workers, in addition to filing their initial claim for benefits online, must also provide a SF-50, SF-8 or other official proof of wages in order for their claim to be processed. Failure to provide these documents will prevent your claim from being successfully processed.
During the shutdown you MUST provide these documents by either emailing a scanned copy to poe.does@dc.gov or faxing it to 202-724-7479.


He does NOT need to certify that he has been terminated from work. For reason separated from work the response should be: "Laid off/lack of work" -- is that official somewhere?

If he has the SF50 that would work. If not he can submit his paystubs..

There would be a 1 week waiting period from the day he applied...soooooo..he might want to hurry up because they do not back date and he does not get credit for the last almost 2 weeks of being out of work.

Yeah I know. I had thought he applied a week ago. He didn't.

The OP wrote " I'm trying to convince my husband to file" and the questions were posted earlier today 10/13/2013. I read this as he hasn't filed and I am trying to get him to do it.

Just know your obligations if the back pay comes. You'll probably have to repay the benefit.

Of course we would pay it back if we get back pay from the government.

Is it better to request the withholding, or not to request it? Which is more of an administrative burden (for me and the DC government) when dealing with possible repayment of the benefit?

I figured it was easier not to request the withholding. The taxes should be minimal since this is short-term (hopefully), and anyway if we get back pay we'll just pay it back and the withholding would have already come out of our paycheck.

OP, if the SF50 and SF8 are not available, your husband can file an affidavit form along with two paystubs and W2s. Here is the form:

OP here -- the above was not me, but yes, of course any money we receive as back pay would go towards paying this money back!

We need to pay taxes on the benefit, to the DC govt and the Fed govt. You can opt to have this withheld (shrinking your benefit check), or paid to you but then you would have to file a tax return and pay taxes owed. I'm ok paying the tax, just needed advice on which is easier to deal with in the event of back pay. Hope this makes sense!

Ordinarily MD residents pay MD tax on wages earned in DC-- is the same true for UI, or do MD residents pay DC tax on those benefits?
