He didn't say that. Maybe he leaked to someone else who said that but I think it was not him but someone else behind that.

Nope. This is from the Treason Act of 1351, and women aren’t really 100% people. The blame goes to the person that violated the sovereign’s property and things under his purview. Henry Viii just beheaded his wives because he wanted to.
