If Mueller came straight out and said that there was a crime but he cannot charge, then Democrats would at least have broader backing to proceed with impeachment. If Mueller said there was "insufficient evidence", then Democrats can have an easier time to convince their base to move on. Just as Comey's grand standing hurt the Democrats in 2016, so will Mueller's sense of "fairness" hurt Democrats in 2020.

Where?

By whom?

Mueller's report explicitly said there is no evidence of collussion or cooperation with the Russians by Trump.

Is it? Surely it would be outlined int he report. The Democrats have had 41 days to see the unredacted reported minus grand jury information which is required by law to be redacted. Yet at this point not one has looked at it?

Yay! one woman and a bunch of her stories make a great statistics. But thats not the case in 2018 and the average of polls has him at less than 43%.
