Raises for promotions within

Is it common for companies to have a 10% limit on what your raise can be if you get promoted within the organization?

With every new job I've had, I've gotten way more than a 10% raise. Seems like that policy would force good, dedicated people out the door. My boss definitely makes more than 10% more than I do, and I would certainly be a good candidate for her job if she left, but it doesn't make much financial sense to do it.

It is somewhat common to cap raises for internal promotions, but it is dumb.

We have a sliding scale, caps out at 16%. Plus bonus improvement, can easily be 20 or 30%.
