Annapolis. I haven't found anywhere in DC with a great dark and stormy. But the Hamilton downtown was pretty good & the food was great.

So true.

I've seen many of them made and consumed at Madhatter. I don't know what "great atmosphere" is for you, but they're friendly, have a diverse better-than-pub-grub menu, and lots of TVs for sports.
