Turns out one Dem (the governor) was at a 9/11 ceremony in the capitol and another said he was at a ceremony in his home town. That's 2. Nine Dems were on the floor and it is not known where the rest were. But, they were not at 9/11 ceremonies.

Please note, it is a Trump appointee who is charging these people. At least two of them were in the Obama administration, as well.
