Here is the information about the enrollment projections. Basically declining births and preschool-age population is the big factor.

Anecdotally, everyone's leaving DC. Those with younger kids (ages 3 and under) even more so, since moving is so much easier with younger kids.

Reason: federal government is forcing everyone out of a job.

This may cycle back up faster than you expect if Congress and the presidency turn over. Feds are already trying to rehire a lot of those roles back, but current issue is that no one wants to go work for Trump and don't trust that these jobs are safe. That could shift in the next 4 years.

Though population declines are real.

Immigrants (both documented and undocumented) leaving dc has consequences.
