It really depends on the program, OP. Most public schools are major research universities and some tend to have marquee graduate programs. But most of them are definitely better for graduate school than undergrad.

Don't think Purdue and Cornell are state schools.

Purdue is public, and there is a school within Cornell that is public, I think PP is right that it is the ag college.

plenty of others are good, too, but these are quite competitive to get into as an out of state applicant
