This could also mean the administration doesn't let kids get away with as much at those schools and reports more incidents. Those statistics reward the schools that sweep things under the rug.
If we're going to assume that, then why would we believe that the numbers from other schools aren't underestimates as well?
They might or might not be. The point is that there's no guarantee of consistency in reporting.
By the way, it looks like Marshall has significantly more incidents of disruptive and disorderly behavior than Madison or McLean.
