Yeah that's happened a few times all around the world. The sad part is I think sometimes it is actually because the person wants to improve their life chances and re-do an education they may have screwed up the first time round.

Yeah there's definitely a scenario in which a 23-yo posing as a 15-yo to another 15-yo is "cool". Good luck with that parenting strategy.

I would call the police non-emergency number. I think it's highly doubtful the FBI would be interested. I'm sure local PD would have the answer.

Call the center for missing and exploited children. On the menu, there’s a specific line for cyber issues like this. You will leave all the info you have and they actually call you back to let you know which police dept it’s been assigned to.
