How old would the victims be now, and are they safe? Were they his birth children? Are they safe? Where is the wife? Is she not held equally liable? How can those kids get that money? Is there any way?

The impression I got from the articles was that the victims were his own children.

Most likely they had parents and he is one of them. My understanding is that inter family abuse cases are very difficult to prosecute because of the complexities of children involved in a case against a parent. I suspect it’s not politics or money, but getting a family, with kids who may have different opinions on how to proceed, aligned to prosecute. This may have been the best deal the prosecutors thought they could get given the circumstances (whatever they are). We really have no idea what was going on behind the scenes, but I wouldn’t jump to conspiracy.
