Can you buy non-food (non-essential) items at Costco, Target or Walmart??

They didn’t want people lingering in the stores buying gardening or home improvement items, just grab food and get out. While it was (and still is *sigh*) too cold to garden outside, plenty of people start their seedlings inside right now. Not to mention buy landscape disposal bags for spring cleanup, etc. The order was rescinded because it was asinine.
