how will colleges decided between kids when missing a year of grades and SATs?

Nope. More fair. No prepping or extensive paid tutor to raise one's PSAT score by hundreds on the SAT.

Yes, DCPS is essentially giving everyone an A for quarters 3 and 4. MCPS is not giving grades for quarters 3 and 4.

Both students will be at a crazy disadvantage because they lose these grades. The ones from DCPS will be totally written off by admissions officers as worthless and the ones from MCPS won't exist.

That is good. DCPS is essentially giving everyone As (by making all assignments done during quarantine extra credit). One 5 minute assignment done? A for quarter 3!
Which makes the grades meaningless for everyone.
