My guess is that the majority were targeted and between people who knew each other. Social media and drugs play a significant role in these beefs that boil over and result in teenagers shooting each other in busy areas in broad daylight.

I think MPD and city council’s approach will only change when a white bystander is caught in the crossfire. Bowser seems too busy being a Bloomberg surrogate to address the uptrend in DC crime.
