DH thinks it is no big deal to take our 2yo out with no coat

I wouldn't be annoyed if the kid didn't want to wear the coat, but I'd think it was a good idea to take a coat just in case. My kids are older and can choose whether to wear a coat, but they know to bring one in the car. What happens if your car breaks down or you get into an accident and need to leave the car? Better to have the coat just in case.

No. You don’t get sick from being cold. Also, I’d be more annoyed if he put a kid in a coat in a car seat.

My DS would fuss over a coat and if he was very resistant I'd just bring the coat along. He'd get overheated pretty quickly once coat etc on while I was getting mine on and grabbing stuff. Not likely he's going to be stranded in the cold but it could happen. And mittens/hat.

If I'm running errands and in a store for any length of time I end up tossing my coat in the cart, I start feeling woozy and hot.

How about stashing an extra coat and hat for the kid in the car and just keeping it there? And just let DH know that just in case something happens and kid does get cold it's available?

Yes, because some busybody old lady at Food Lion made a comment one day about how my son must be "so cold because mama forgot his jacket" and I wanted to be armed for next time.

I get it. You like things done a certain way and you worry when DH does things differently. I’m the same, and it’s exhausting. Currently working on not sweating the small stuff because I think I started to overlook the bigger stuff by exhausting myself over details that don’t matter. Everyone was low key stressed out all the time because of me and my perfectionism. Start letting go a little now so you don’t end up like me when your kids are older and harder to micromanage! But I do feel you. I get it. It’s hard when you have one thing in mind and have to be flexible.

If you’re really from a cold place you know about dressing for the weather and activity and you’d know the kid is fine at these temps
