When a boy does it, he looks like a nazi. When a girl does it, she just looks like ...a girl with a shaved head. I went to high school with a solid half-dozen girls who shaved their heads. Hell, I shaved the back/bottom of MY head when I was 17.

No big deal. Emma Gonzalez looks beautiful and strong.

Having spent enough time living in Europe, whenever I think of shaved heads I think of neo-nazis and angry men on the far, far right. I know people on DCUM love to think of Europe as the byword of liberal progressiveness but you do see quite a few of alt-right shaved heads, tattooed, leather suited men around.

When I see it on a woman, I don't think of independence but of a silly girl going for the shock value and eventually outgrowing it.

I shaved my head as a teen. I liked to experiment a lot with my hair, including mohawks, dreads, etc. I do not, and did not, have mental issues. Is your daughter "artsy", or into a subculture? I'm in my 40s and occasionally think about how I would love to shave my head again because it felt so good and was so easy...but no way I could pull off the look now.
