Do some research. You must be terribly young. Look up some of the characters pardoned at the eleventh hour by Bill Clinton.
Then, look up the pardoning power granted the president.

Once again. Do some research about the pardoning powers of the president. And, check out the folks who Bill Clinton pardoned in his final hours of his presidency. It is illuminating.
