I listened. I noticed a few slurred words. If he had a stroke that impacted his speech, it would be much worse and much more prevalent. Likewise, if he were being covertly “drugged,” as a pp stated, there would be other symptoms and the speech would be much worse.
Seems to me as if he had a bridge/dentures that loosened. That would explain the pronunciation of some words toward the end of the speech.

I'm 15:28 and I agree that this doesn't sound like the one stroke victim I know, but he's never been seen by an actual physician. My quibble was with the PPs who are pretending that him slurring his words is liberal fantasy or NBD. He is slurring his words, rather more pronoumcedly than he has publicly in the past. Coupled with the documented degradation of his language skills, I'd say it's worth a look.

And him stroking out at the podium isn't my fantasy; my fantasy is to see the wheels of justice grind him to figurative dust.

He's probably exhausted, I hear it's a stressful job. And the Dems want old folks like Hillary and Biden to run in 2020. It's not an old folks job. They should cut out running for the Presidency if you're above 65 and term limits for Congress.
