The expelled kid did not live in the Langley district. He was placed there by school officials. As I understand it, he was expelled from Ashburn, and has quite a history, including a stint in juvenile hall in his hometown of Chicago.
How does someone expelled from "Ashburn" (a place in Loudoun County) get placed in a Fairfax County school? Facts seem off.
