I'd like to ask whether there a way your MIL can plan the shower and perhaps you can or she can call your mom to involve her in a part of the planning/cost? Since both would like to be part of it since they are both interested. While you are not close with your mom but she's not out of your life, perhaps it's a good option to at least involve her since she lives at a distance. My situation was that my mother and sister didn't care to be part of it at all so my MIL did all of it. It's nice your mom wants to be involved, no? Prayers to find the right solution for all.
