Neighbor's cats running wild in Arlington

My guess is that it's actually a fox. Their poop looks very similar, but fox poop has seeds in it.

LOL, Arlington won't euthanize a lost cat. I know that for a fact. Luckily OP lives in probably the most bleeding heart suburb around when it comes to animal welfare. Plus, how does OP know it's not truly lost vs just outdoors? The neighbor will have to pay to get the cat back and maybe it will be a lesson.

And I have also seen a cat poop in a yard. I'm not sure why people don't believe this.

Raccoons poop like cats in that they litter box in one main area or in the same areas.

Cars will pee on grass to mark their territory.

I have no idea what animal is pooping in your yard, but foxes are everywhere in Arlington. I saw a baby fox padding down a sidewalk in Clarendon once. So your location in a more urban part of Arlington does not rule out the fox as a suspect.
