Do both parents attend toddler birthday parties?

I don't think so. This is about toddler parties. Toddlers need parental supervision. Aren't elementary parties general "drop the kid off and go run errands" kind of functions?

One or both, doesn't matter. My husband rarely attended parties, but on a few occasions the hosts encouraged parents to join for coffee and such we both went.
