I'm the one who posted this. As others have noted, it does mean that they aren't allowed to look at you in a sexual manner. But it also suggests that you're part of the Ummah-- the Muslim community-- and must be treated as a sister. I found this approach to be 100% effective in immediately repelling unwanted attention.
