OP, I work on ME issues in DC and have direct experience with both schools. The Georgetown Arab studies program is much more policy oriented than Harvard. I believe the education at Harvard's Middle East Center is much stronger - it's a more rigorous program, 2 languages expected and far more serious in terms of the coursework (academic books vs. Foreign Affairs articles). Harvard also would give exposure to Turkish, Persian, other aspects of Middle East politics and culture, whereas Georgetown's Arab studies program does not (at all.) Flip side is, as the PP said, Georgetown has far more connection to the intel community and it would be easier to do internships in the policy community here in DC.
