If you had used a verb ("is") you would have a subject and a direct object (which are both nominative forms) and then you could use the word Democrat (since Democrat is the nominative form). From what I understand from a Trustee, UVA now operates independent of the state (because it can primarily due to size of endowment ($6.9 billion) since it has been around since 1819) and is supposed to be entirely self-sufficient. The Board decided to try to increase the amount of scholarships to poor kids, as another PP noted (read the piece), so the money had to come from somewhere. For some reason the 69 billion couldn't be tapped for that (a good question to ask WaPo or the Board). The Board voted to increase in-state by 11% in order to offer more scholarship monies to the poor. The others VA universities still get funds from the state so increases were capped by the VA legislature at 3.6%. The in-state our DC attends was less than $10K a year for tuition when he started 16 months ago - it's now only $10,657, which compared to the almost $70K it could cost to attend my SLAC (including mandatory on-campus room and board for three years) is a steal. |
