What's my liability here?

THIS:
Dear Sir/Madam:
I am writing in regards to the above-referenced debt to inform you that I am
disputing this debt. Please verify the debt as required by the Fair Debt
Collection Practices Act.
I am disputing this debt because I do not owe it.
Because I am disputing this debt, you should not report it to the credit
reporting agencies. If you have already reported it, please contact the credit
reporting agencies, inform them that the debt is disputed, and ask them to
delete it from my credit report. Reporting information that you know to be
inaccurate, or failing to report information correctly, violates the Fair Credit
Reporting Act.
Finally, please note that I do not wish to receive further telephone calls or
letters concerning this debt that I do not owe to your client. The Fair Debt
Collection Practices Act requires you to respect this request. See 15 U.S.C.
ยง1692(c).
Thank you for your attention to this matter.

If they are the original creditor, the FDCPA does not apply to them.

Based on the information provided by the OP, the way she has crafted her tale and her excuses I am convinced that she knows that they did not pay the bill two years ago.

She wasn't happy with the original install so she was excited that the company didn't invoice them (or pretended that she never received the invoice) since she thought she was owed.

I've heard this kind of thing from customers way too often and the people trying to work the system are easy to spot.

16:48 again. If it was Counter Intelligence, I can give you the contact information for the person we finally got a hold of who was able to rectify the situation.

I don't agree. I also purchased from Counter Intelligence a few years back and they were very disorganized. And yes I am sure I paid my bill.
